Victory Chimes was formed in 2008 by frontman, Jeff Louch.  As  synth heavy, etherial, and experimental rock project they have been getting good reviews around montreal and outside.  Now supporting their 2nd independently released e.p Frozen Ghosts, the future looks bright.
